Job Purpose:
This position is responsible for coordinating the Process Safety Management program for OQ’s Bay City and Bishop Plants. This position leads or assists PHAs and Hazops, acts as the MOC/MOOC program administrator and conducts the process safety review for all appropriations requests. In addition, they ensures the sites comply with the OSHA Process Safety Management standard and the EPA Risk Management Program. This position is also qualified to be a lead investigator for all levels of investigations.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, and HSE standards.
Main Tasks and Responsibilities:
- Lead PSRs and PHAs on new installations and modifications to existing operations. Review completed PHAs.
- Lead investigations as required, including Level A and B investigations.
- Administer the MOC/MOOC program, including managing the software program.
- Review all appropriation requests and identify process safety requirements.
- Considered the site expert for process safety methodologies, including LOPA. SIL, RA/RM.
- Lead and support site HSE activities.
- Perform field audits on new installations and P&ID reviews. Including walkthroughs on MOC installations.
- SME for the PSM and RMP programs, ensuring the sites comply and the RMP’s are up to date.
- Conduct audits of process safety system components.
- Perform other duties as assigned.
- Schedule annual PSM reviews
- Ensure recommendations from all assessments are assigned and completed
Education requirements:
- Minimum of a B.S. in Chemical Engineering or related discipline.
Background and Experience:
- Five to ten years engineering experience in plant operations is required.
- Experience leading PHA’s and Hazop studies.
Competencies and Skills:
- Familiarity with LOPA, fault tree analysis and the other methodologies listed above.
- Effective oral and written communications skills.
- History of positive results.
Notable Working Conditions: Chemical Plant environment to minimize safety occurrences the Manufacturing engineer must wear personal protective equipment (PPE) to protect themselves from harm, may also have to work long hours to complete work. Must be able to lift 25 pounds.
